Waterline contour extraction

Use `skimage.measure.find_contours` to extract contours along the boundary of each ITEM v2.0 ten percent tidal interval. The resulting contours represent the typical location of the waterline at each ten percent interval of the observed tidal range. Contours are subsequently assigned the median tide height of all Landsat observations used to originally generate the ITEM v2.0 intervals.
